Hebrews 13:15-16
What is written? (ESV)
Through him then let us continually offer up a sacrifice of praise to God, that is, the fruit of lips that acknowledge his name. Do not neglect to do good and to share what you have, for such sacrifices are pleasing to God.
What does it say?
Through Him [Jesus Christ] let us continually offer up a sacrifice of praise to God, the fruit of lips that acknowledge His name. Don’t neglect doing good and sharing what you have, for such sacrificing is pleasing to God.
What is its immediate context?
Closing to the letter of Hebrews, written to Jews that had believed and obeyed the gospel. The writer has given several reasons why the New Covenant in Christ is better than the Old. The entire theme of Hebrews could be summed up with the writer’s encouragement to “hold fast” – stated some FIVE times throughout the book (3:6, 3:14, 4:14, 6:18, 10:23).

Is instrumental music in worship authorized?
Praise to God is offered with the lips. This is not specifically about singing, but would certainly include it.
The entire book of Hebrews is about a new and better system under Christ. It addresses several old covenant practices (e.g. sacrifices, etc.) and constructs (e.g. priesthood, etc.) that have been replaced under Christ.
